Why do my tires stick out of the rim?

I got used Continental tires put on my van about a week ago. For some reason, the edges stick out of the rim about an inch. I have never seen a tire stick out of the alloy rim before. It drives and handles fine, but it is a little weird. Also, the tires are inflated to about 50 PSI, when on the tires it says maximum pressure 41 p.s.i. Why? The dealer is local but new, and it was he first time I went there. please help. Thanks!
