I just hooked up an electric fence. It reads over 5000 on tester. Is this hot enough for a horse?

My electric fence is reading 5000 volts on tester. But my son can reach and grab it. He says it feels funny. You can look at his arm and see his muscle tense when he does this. Is this fence going to keep a horse in when it don't stop my son from grabbing it.
