Would There Be A Way To Take The Residue From Desalinization...?

Not really... Desalinization plants out put is just very salty water, not solids... generally this discharge is pumped far offshore to mix with deeper sea water. In any case, salt would make a poor construction material (dissolves in water)... and the salt used on roads is calcium chloride.. different form the sodium chloride that is sea salt (and table salt).... nice idea, but it won't work. It shows that you are thinking... a good thing.
